Dr. Mulgrew’s latest publication, ‘The enforcement of ICC sentences of imprisonment: a complex comparative evaluation’ has been published in the edited collection, Comparative Enforcement of International Law.

The chapter assesses the structure and operation of the International Criminal Court’s penal system by comparatively analysing the legal systems (multilateral and bilateral) and institutions that implement and oversee crucial aspects of international sentence enforcement. It does so by undertaking a complex comparative evaluation that examines the divergences in the legal frameworks that underpin the international penal system and explores core components of the operationalisation of international punishment - release, prisoner protection and escape from custody.

The collection, edited by Mortimer Sellers, Jorge Contesse and Ioanna Tourkochoriti and published by Elgar Publishing, provides an outline of how the norms of international law are enforced and evaded by national and international authorities.
