Dr. Mulgrew hosts Expert Roundtable - Foreign Nationals in Prison and Probation in Europe
On 26 June 2025, Dr. Róisín Mulgrew hosted a high-level, closed expert roundtable on Foreign Nationals in Prison and Probation in Europe.
This event was led by Dr. Róisín Mulgrew, Mr. Michael Sorger and Mr. Daniel Danglades who are the scientific experts responsible for drafting a revised recommendation (updating Recommendation CM/Rec (2012)12) for the Council of Europe’s Council for Penological Cooperation.
The event was attended by officials from Ministries of Justice, Prison Services, NGOs and academics (see below).
Participants discussed the contemporary situation for foreign nationals in prison and under probation in Europe, challenges and best practices, and made suggestions for changes to regional policy in this regard.
Written submissions were also provided by Penal Reform International, Irish Council of Prisoners Overseas, Prisoners Abroad and Dr. Luisa Ravagnani.
The experts will present a draft revised Recommendation to the 39th Working Group meeting of the PC-CP in Kraków in September 2025, and to the Plenary of the PC-CP in Strasbourg in Strasbourg in November 2025.
