How Effective is Whistleblower Protection in the EU?

A new report, How Effective is Whistleblower Protection in the EU?: Trends, Gaps and Emerging Practices across Member States, examines the current state of whistleblower protection across the European Union. Authored by Corina Rebegea and Marie Terracol, with contributions from Ida Nowers, the report was published by Transparency International, Transparency International Ireland and the Whistleblowing International Network on 21 April 2026. The report analyses the transposition and implementation of Directive (EU) 2019/1937, highlighting persistent gaps in legal frameworks, remedies, the burden of proof, enforcement systems, access to independent advice and systematic data collection. It also underlines the crucial role played by civil society organisations in supporting whistleblowers, often without adequate recognition or funding. The report calls for targeted reforms by Member States and stronger action by the European Commission to ensure effective protection, accountability and support for whistleblowers across the EU.
