BEssER: Building European Small State Resilience 28-29 April 2026
At a time when Ireland is experiencing a spike in fuel prices caused by the war in Iran, observing increased threats to undersea cables from Russian vessels, and facing more frequent storms and flooding due to climate change, the question of national resilience has never been more urgent. Ireland’s status as a small state heightens its vulnerability as the international rules-based order fractures and large powers again claim spheres of influence.
BEssER examines the particular plight of small states at this time of great global uncertainty. The workshop draws on experts in ENLIGHT universities located in small states – Estonia, Ireland and Slovakia – along with practitioners and commentators based in Ireland to identify effective policies for building national resilience across small states in Europe.
