Dr. Mulgrew presents recommendations for revision of regional penal policy to the 38th PC-CP Working Group, Madrid
Dr. Róisín Mulgrew presented her report on proposed revisions to the 2012 Recommendation concerning foreign prisoners to the 38th Meeting of the Working Group of the Council of Europe’s Council for Penological Cooperation on 21 May 2025.
She is a scientific expert responsible for the revision of the 2012 Recommendation on foreign prisoners, along with Michael Sorger (Austria) and Daniel Danglades (France).
The meeting, held in Madrid, considered changes to definitions, the scope and basic principles of the 2012 Recommendation, to form the basis of the new draft Recommendation on Foreign Nationals in Prison and Under Probation (2025) 5.
The PCCP Working Group and experts were hosted by the Spanish Ministry of the Interior and provided with a tour of the Supreme Court of Justice.
The revision process will continue at the 39th Meeting of the Working Group of the PC-CP in Krakow on 23rd September 2025.
