Council of Europe
Council of Europe
The Council of Europe, established in 1949 and now with 47 Member States promotes housing rights through the European Social Charter and Revised Charter, and in an oblique way through its European Convention for the Protection of Human Rights and Fundamental Freedoms (ECHR). Ireland has ratified most of the Articles of the Charter and Revised Charter, although Article 31 on the right to housing has not been accepted. The European Committee of Social Rights (ECSR) monitors States’ compliance with the Charter through regular reports from States and the Collective Complaints system.The Committee examines the situation in the countries concerned and decides whether or ot the situations are inconformity with the Charter. It adopts conclusionsin the framework of the reporting procedure and decisions(known as conclusions) under the collective complaint procedure.
