Lunfeng He
Biography and Project
Lunfeng He is a visiting researcher at University of Galway School of Law. She earned a Bachelor’s degree in Management from Southwest University of Political Science and Law as an outstanding graduate in 2020. In 2023, she received her Master of Laws degree from Fujian Agriculture and Forestry University. That same year, she began her doctoral studies at the Kenneth Wang School of Law, Soochow University. Currently, under the supervision of Dr. Rónán Kennedy, she is conducting specialized research on the application of ICT(information and communications technology) in environmental regulation.
Research Title: Automated Administrative Governance: Constitutional Analysis of Automated Enforcement in Environmental Regulation
Research Description: The key research question of Lunfeng He’s project is whether automated environmental enforcement aligns with the rule of law principles embodied in the Constitution. This project employs various research methods, including theoretical analysis, comparative study, historical research, and empirical investigation, to deeply examine the practical applications and types of automated environmental law enforcement across different scenarios. Based on core constitutional principles (e.g., due process), the research assesses its constitutional risks and conducts a layered constitutional review. Furthermore, the study leverages regulatory insights from automated enforcement in other domains (e.g., traffic control) to examine potential constitutional oversight mechanisms.
