Biography

Noel Carroll is an Associate Professor in Business Information Systems and a Funded Investigator with Lero, the Science Foundation Ireland Research Centre for Software. Noel received a University of Galway Strategic Fund and founded the Citizen Development Lab at the University of Galway (citizendevelopmentlab.com) which received the President's Awards for Research Excellence (Team) in 2022. 

Noel is a Senior Editor for MIS Quarterly Executive (MISQe). He previously held key leadership roles within the School of Business & Economics. For example, he was the Associate Head of Learning, Teaching and Assessment (LTA) within the School of Business and Economics. He was also the Programme Director for the MSc. in Information Systems Management (ISM).

He received his PhD from the University of Limerick in 2012. Noel also held a research post in the Netherlands at Delft University of Technology (Technische Universiteit Delft) in 2008 within the faculty of Technology, Policy and Management (TPM).

His principal research expertise straddles across three key domains of research: (i) information systems; (ii) health informatics; and (iii) software engineering and has published in high quality journals and conferences. Noel enjoys industry engagement and his interests include seeking ways to support organisations in developing responsible digital transformation strategies in software development, digital innovation, and health informatics for multinationals, SMEs, and start-ups. His research is supported by Science Foundation Ireland grant 13/RC/2094. He has edited special issues, published, chaired, and reviewed for leading international journals and conferences in his field. He is currently editing a book on 'Digital Transformation and Responsibility' (Edward Elgar Publishing). 

Noel has completed a Masters and a Diploma in Academic Practice with the Centre for Excellence in Learning & Teaching (CELT) at the University of Galway. Noel has been awarded the Presidents College Teaching Award in 2019 and Deans Inclusive Teaching Award. He was also nominated for the Presidents Awards for Teaching Excellence 2020 and the Deans Award for Inclusive Teaching (2019 and 2020). Noel was awarded the Lero Director's prize for Education & Public Engagement in 2022. His teaching innovation also received international recognition and Noel was awarded the UK Academy for Information Systems (UKAIS) 'Award of Teaching Innovation in IS' in 2022.

Noel had also participated in an Irish Universities Association (IUA) pilot study on Enhancing Digital Teaching and Learning, an initiative under the European Framework for the Digital Competence of Educators (DigCompEdu). He enjoys opportunities for industry engagement and additional interdisciplinary initiatives in teaching. Research Interests

Noel's research interests include seeking ways to support organisations in developing and managing transformation strategies in software development, digital innovation, and health informatics for multinationals, SMEs, and start-ups. Specifically, he has examined new (interdisciplinary) theoretical perspectives around the normalisation and sustained efforts becoming embedded in transformation processes.

Noel collaborated with the Project Management Institute and Microsoft to launch the Citizen Developer University Hub. The focus of this online student hub is to provide an inclusive education approach by empowering students from various backgrounds to play a role in digital transformations and gain industry certification upon completion of courses. Microsoft also published about this collaboration highlighting the University of Galway's leadership in this area drive employability.

Noel is currently editing a research handbook (Edward Elgar Publishing) on `Digital Transformation and Responsibility' (aligning with a focus on digital innovation for SDGs, improved equity, citizen privacy, and digital for the `public good'). Noel is also the lead Guest Editor of the Special Issue (2024) on `The Rise of Low-Code/No-Code: Accelerating Digital Transformation' with MIS Quarterly Executive. Noel also led a Special Issue (2022) on 'Managing and Sustaining Digital Transformations' with the European Journal of Information Systems. Our editorial describe the importance of managing and sustaining digital transformations. Noel was also the lead Guest Editor of the Special Issue (2018) on `Software Engineering for Connected Health: Challenges and Research Roadmap' with the Journal of Software-Evolution and Process.
