Gerard’s research initially focused on transition economies and enterprise restructuring, and more recently on intergovernmental fiscal relations and local public finance. He has authored three international books, namely Transition Economics: Two Decades On, Handbook of the Economics and Political Economy of Transition and Transition, Taxation and the State, several book chapters and peer-reviewed journals (on local government and local taxes, e.g., Local Government Studies, The Economic and Social Review, Administration) in Ireland and abroad. His future research ideas in relation to entrepreneurial growth and scaling are to explore how regional governments and municipalities can support the growth of enterprises, and an empirical study of enterprise, growth and local taxation.
